If there's a common cable, Target Disk Mode can be used, but these two Macs don't both have FireWire or Thunderbolt. Target Disk Mode — if you had a common cable pairing, which you don't — would allow running the old Mac as an external disk of the new Mac. That would allow TM to use the old Mac as a target for Time Machine.
One possible approach would be to buy and configure the old Mac Mini with OS X Server (Server.app) and use it as a Time Machine target via the network. That's rather more complex than some folks want to deal with, and there's a small fee for OS X Server in the Mac App Store.
You could connect via the network and manually drag files and archives over to it, or write a bash or other script to automate that process. Two Macs can share files via the network.
But as for your question, Time Machine doesn't support a random Mac as a target, though — unless it's configured as a server.
